Learning the Language

Cyndie Jacobs, Director of Curriculum and Assessment at the Ontario Teacher's Federation, hesitates over the phone. She’s answered my interview request but is at pains to inform me that there are other experts who are far better informed on ESL.

Silence.

I ask her mildly if she would comment on Yvan Guillemette’s assertion that since Canada has an aging population, our new priorities should be to the elderly and healthcare because the demand for education-related expenditures are gradually waning.

Jacobs’ voice perks, her tone hardens and "Well,"she snaps. "I’ve a lot to say about that. The older generation is not an investment," she argues, "they are an expenditure; a maintenance. Children require the investment. Families come to Canada with an eye to move their entire families forward… if we don’t provide children with tools for the society of tomorrow, we won’t have one."
